You need to spend some time learning how to use it.
There are some great tutorials on YouTube. You can pick up the basics in a day.

Also, double check that your surfaces are not 2d planes. TFD needs an object to have at least three dimensions. For example, if the object you want to be an emitter has height, width but no depth it can't be used as an emitter.

Do you have "include children" selected on the "general" tab in the "fluid emitters" window?
If so, try making a null and parent all of your objects to that, then make the null the emitter and again ensure "include children" is selected.

Copy properties from one container to another would also be a very handy feature. I too find myself getting the structure in to place, realising the need to tweak something and then having to remove all of the other containers and start again, hoping the tweaks work out. Yeah, I have SLI'd GTX 970's but can only use 4gb vram on one of them. Looking at the load on each card in real time and I am pretty sure it's not making any use of the 2nd GPU at all.

Maybe I should sell them and get an 8gb 1080ti
