Substeps not working properly?

So I've been doing this sand monster for yetanother SyFy movie, and I need to do fast dust.

I set the frame and pressure substeps to 10... 20... 50... 200. The sim still kept solving my PFX burst in vector rods one frame's travel wide.

Is this just PFX being unbearably crap and unable to sample it's own substeps? Or am I missing a new control? Or did I find a bug?

I can bash together a similar scene in a few minutes if anyone wants to take a look.

Providing you haven't figured this out already, its PFX.
the only solution to this I have found is by generating PfX at high frame rates and working with TFD in that kind of scene. Once you have your material there,you can sort it for proper speed in the container in your scene master.
